Chancellor Rachel Reeves will meet bosses of big pension schemes in Toronto on Wednesday, as she seeks to create a “Canadian-style” model in the UK with massive retirement funds investing in equities and infrastructure.

Reeves wants to unlock the investment potential of the £360bn local government pension scheme , which has more than 6mn members but is fragmented into 86 individual funds in England and Wales.

If it were a single fund, it would rank among the top 10 biggest funds in the world. Reeves wants the UK market to achieve the scale of the megafunds operated in Canada by the so-called Maple 8.

“ The size of Canadian pension schemes means they can invest far more in productive assets like vital infrastructure than ours do,” the chancellor said on Tuesday. Achieving this consolidation is a key challenge for Reeves.

Former Conservative chancellor Jeremy Hunt also wanted to build a Canadian-style pensions model in Britain, but progress had been slow.

Reeves has announced a review, overseen by the new pensions minister Emma Reynolds, to look into how to achieve scheme consolidation and put pension funds to use in promoting UK growth.

An ally of the chancellor said a new pensions schemes bill would create a “value for money framework” to promote better outcomes for savers.

Reeves has so far not supported “mandating” UK funds to invest in certain asset classes. Her allies said there was a “live debate” on the issue, but noted the fiduciary duty on schemes to invest on behalf of their members.

While in opposition last year, Reeves said regulators could intervene to force the merger of smaller schemes. She said she believed retirement plans with less than £200mn in assets may be failing in their fiduciary duty to savers. “It’s hard to see how some of the smallest funds are delivering value for money,” she said then.

But translating the Canadian model, which includes the Ontario Teachers’ Pension Plan and Caisse de dépôt et placement du Québec, may not be the panacea envisaged by politicians across the political divide in the UK.

Canada’s Maple 8 funds are noted for their deployment of assets into infrastructure schemes across the world and Reeves has shied away from the idea of compelling UK funds to invest in Britain.

Their investment in “productive assets” has not always gone smoothly. In May, a Singapore-registered subsidiary of Ontario Municipal Employees Retirement System that held a 31 per cent stake in Thames Water wrote off its investment in the troubled utility.

But Reeves told a round table of US investors in New York on Tuesday that she wanted to see pension fund assets used to buy listed and unlisted equities as well as to back infrastructure projects, offering better returns to savers.

“I want British schemes to learn lessons from the Canadian model and fire up the UK economy, which would deliver better returns for savers and unlock billions of pounds of investment,” she said.

Reeves will also meet Mark Carney, former Bank of England governor, in Toronto to discuss how best to deploy investment in Britain’s clean technology sector.

Meanwhile, the chancellor revealed that her set piece City of London speech at Mansion House in the autumn will focus on the partnership she wants to see between government, industry and regulators to deliver growth.

Separately, Reeves has in effect ruled out using her Budget in October to change the rules so that pensioners working beyond the state retirement age of 66 should pay national insurance contributions.

The idea has been mooted as a way for the chancellor to close a hole in the public finances but Reeves, speaking on her visit to the US and Canada, said there were “no plans” to make pensioners pay NICs.

Allies of the chancellor said that in this case “no plans” meant she would not make the change because it would defeat her objective of keeping people in the workplace.

Paris Olympics organizers apologize after critics say 'The Last Supper' was mocked

Paris Olympic organizers apologized Sunday to people offended during a tableau of the opening ceremony that depicted the Greek god Dionysus and an ancient festival meant to honor him. Critics said it mocked “The Last Supper.”

During Friday's ceremony, there was a moment on the Debilly Bridge over the Seine when the camera cut to French DJ and producer Barbara Butch, who describes herself as a "love activist." Butch wore a blue dress with a silver headdress and as the camera panned out, she was flanked by drag queens on both sides. Later appeared a nearly naked man painted in blue − a portrayal of Dionysus, the god of wine-making, vegetation, fertility and ecstasy − on a dinner plate surrounded by food. He then sang as the people around him danced, and it turned into a runway scene where models walked across.

The scene has been met with backlash as people say it mocked "The Last Supper," the famous painting from Leonardo da Vinci that shows Jesus Christ with his 12 apostles at his last supper, where he announced that one of the apostles would betray him.

Several Christian and Catholic organizations around the world have denounced the moment since then. The French Bishops’ Conference, which represents the country's Catholic bishops, said in a statement that the scene was a "mockery and derision of Christianity" and it was thinking of religious followers who were "hurt by the outrageousness and provocation of certain scenes." Well-known Bishop Robert Barron in Minnesota  said in a video that it mocked "a very central moment in Christianity."

U.S. Speaker of the House Mike Johnson said on social media that it was "shocking and insulting" to Christian people.

Telecommunications provider C Spire also said it was pulling all of its advertising from the Olympics as a result of the scene.

What did Paris Olympic organizers say about controversial segment?

Thomas Jolly, the opening ceremony’s artistic director, said at  the International Olympic Committee's daily briefing at the Olympic Games on Saturday that the moment was not meant to "be subversive or shock people or mock people." During the opening ceremony, the official Olympic Games social media account said the blue person, played by French singer and actor Philippe Katerine, was Dionysus and it "makes us aware of the absurdity of violence between human beings."

Jolly also said on French TV station BFMTV on Sunday , "The Last Supper" was "not my inspiration" for the segment, and he also spoke about the meaning of Dionysus.

"The idea was to have a pagan celebration connected to the gods of Olympus. You will never find in me a desire to mock and denigrate anyone," he said.

Still, Paris 2024 spokesperson Anne Descamps apologized on Sunday for those offended by the scene.

"Clearly there was never an intention to show disrespect to any religious group. Tailor your content to the audience’s needs and interests. Address their pain points and demonstrate how your proposal provides a solution. Use relevant examples and case studies to support your arguments.

Engage your audience with questions, interactive presentation elements, and storytelling . Personal anecdotes or client testimonials can make your presentation more relatable and persuasive.

In order to create a winning proposal presentation, we must count with the following elements.

Title Slide

This is the audience’s first impression. It sets the context and tone for the entire presentation and must feature a professional and polished look.

Clearly state the presentation title, your name, and the company’s name. If relevant, add a date, but it’s not absolutely required. Branding presentation elements like logo, colors, and fonts need to remain consistent to reinforce your company’s identity. You can use a pertinent image or graphic to the presentation topic (i.e., if it’s a product presentation , a product photo highlighting your product) to make the slide more visually appealing.

Avoid cluttering the slide with too much text. Any secondary information, like what the presentation is about, belongs on the introduction slide. Complex animation effects may deter the audience’s focus and render your slide deck amateurish. 

Another common mistake is to use poor font pairing choices, e.g., script fonts with poor readability or low-sized texts.

Introduction Slide

Here, we provide the audience with an overview and context for the proposal, outlining the problem or opportunity. Factual information like financial data , surveys, or any kind of data presentation that can back up your problem statement is relevant. Remember to deliver a teaser of the full problem or opportunity, as that information is bound to be expanded in the next slide.

Explain the purpose of your proposal and what you aim to achieve. This will give the audience a clear understanding of the presentation’s objective from the outset. However, you should avoid ambiguous statements that can confuse the audience. 

Problem Statement Slide

Clearly defining the problem or opportunity is essential for establishing the need for your proposal. It helps the audience understand the context and significance of your proposal. A well-articulated problem statement sets the stage for your proposed solution and underscores the urgency or importance of addressing the issue.

Support your statement with data, statistics, and real-world examples to illustrate the problem’s impact. Data adds credibility and helps quantify the issue. Additionally, we can make the problem relevant to the audience by linking some of its key points to their experiences or interests. This is a social proof of how the problem affects them directly or indirectly.

Another approach is to ask the audience a simple question that requires a show of hands or a quick verbal response. This encourages participation and makes the audience feel involved from the start.

Acknowledge the audience’s role or contributions with a personal touch. Foundation models are massive deep-learning models that have been pretrained on an enormous amount of general-purpose, unlabeled data. They can be applied to a variety of tasks, like generating images or answering customer questions.

But these models, which serve as the backbone for powerful artificial intelligence tools like ChatGPT and DALL-E, can offer up incorrect or misleading information. In a safety-critical situation, such as a pedestrian approaching a self-driving car, these mistakes could have serious consequences.

To help prevent such mistakes, researchers from MIT and the MIT-IBM Watson AI Lab developed a technique to estimate the reliability of foundation models before they are deployed to a specific task.

They do this by considering a set of foundation models that are slightly different from one another. Then they use their algorithm to assess the consistency of the representations each model learns about the same test data point. If the representations are consistent, it means the model is reliable.

When they compared their technique to state-of-the-art baseline methods, it was better at capturing the reliability of foundation models on a variety of downstream classification tasks.

Someone could use this technique to decide if a model should be applied in a certain setting, without the need to test it on a real-world dataset. This could be especially useful when datasets may not be accessible due to privacy concerns, like in health care settings. In addition, the technique could be used to rank models based on reliability scores, enabling a user to select the best one for their task.

“All models can be wrong, but models that know when they are wrong are more useful. The problem of quantifying uncertainty or reliability is more challenging for these foundation models because their abstract representations are difficult to compare. Our method allows one to quantify how reliable a representation model is for any given input data,” says senior author Navid Azizan, the Esther and Harold E. Edgerton Assistant Professor in the MIT Department of Mechanical Engineering and the Institute for Data, Systems, and Society (IDSS), and a member of the Laboratory for Information and Decision Systems (LIDS).

He is joined on a paper about the work by lead author Young-Jin Park, a LIDS graduate student; Hao Wang, a research scientist at the MIT-IBM Watson AI Lab; and Shervin Ardeshir, a senior research scientist at Netflix. The paper will be presented at the Conference on Uncertainty in Artificial Intelligence.

Measuring consensus

Traditional machine-learning models are trained to perform a specific task. These models typically make a concrete prediction based on an input. For instance, the model might tell you whether a certain image contains a cat or a dog. In this case, assessing reliability could be a matter of looking at the final prediction to see if the model is right.

But foundation models are different. The model is pretrained using general data, in a setting where its creators don’t know all downstream tasks it will be applied to. Users adapt it to their specific tasks after it has already been trained.

Unlike traditional machine-learning models, foundation models don’t give concrete outputs like “cat” or “dog” labels. Instead, they generate an abstract representation based on an input data point.

To assess the reliability of a foundation model, the researchers used an ensemble approach by training several models which share many properties but are slightly different from one another.

“Our idea is like measuring the consensus. If all those foundation models are giving consistent representations for any data in our dataset, then we can say this model is reliable,” Park says.

But they ran into a problem: How could they compare abstract representations?

“These models just output a vector, comprised of some numbers, so we can’t compare them easily,” he adds.

They solved this problem using an idea called neighborhood consistency.

For their approach, the researchers prepare a set of reliable reference points to test on the ensemble of models. Then, for each model, they investigate the reference points located near that model’s representation of the test point.

By looking at the consistency of neighboring points, they can estimate the reliability of the models.

Aligning the representations

Foundation models map data points to what is known as a representation space. One way to think about this space is as a sphere. Each model maps similar data points to the same part of its sphere, so images of cats go in one place and images of dogs go in another.

But each model would map animals differently in its own sphere, so while cats may be grouped near the South Pole of one sphere, another model could map cats somewhere in the Northern Hemisphere.

The researchers use the neighboring points like anchors to align those spheres so they can make the representations comparable. If a data point’s neighbors are consistent across multiple representations, then one should be confident about the reliability of the model’s output for that point.

When they tested this approach on a wide range of classification tasks, they found that it was much more consistent than baselines. Plus, it wasn’t tripped up by challenging test points that caused other methods to fail.

Moreover, their approach can be used to assess reliability for any input data, so one could evaluate how well a model works for a particular type of individual, such as a patient with certain characteristics.

“Even if the models all have average performance overall, from an individual point of view, you’d prefer the one that works best for that individual,” Wang says.

However, one limitation comes from the fact that they must train an ensemble of foundation models, which is computationally expensive. In the future, they plan to find more efficient ways to build multiple models, perhaps by using small perturbations of a single model.

“With the current trend of using foundational models for their embeddings to support various downstream tasks — from fine-tuning to retrieval augmented generation — the topic of quantifying uncertainty at the representation level is increasingly important, but challenging, as embeddings on their own have no grounding. What matters instead is how embeddings of different inputs are related to one another, an idea that this work neatly captures through the proposed neighborhood consistency score,” says Marco Pavone, an associate professor in the Department of Aeronautics and Astronautics at Stanford University, who was not involved with this work. “This is a promising step towards high quality uncertainty quantifications for embedding models, and I’m excited to see future extensions which can operate without requiring model-ensembling to really enable this approach to scale to foundation-size models.”

With NVIDIA AI Foundry, enterprises and nations can now create custom “supermodels” for their domain-specific industry use cases using Llama 3.1 and NVIDIA software, computing and expertise. Enterprises can train these supermodels with proprietary data as well as synthetic data generated from Llama 3.1 405B and the NVIDIA Nemotron ™ Reward model.

NVIDIA AI Foundry is powered by the NVIDIA DGX™ Cloud AI platform, which is co-engineered with the world’s leading public clouds, to give enterprises significant compute resources that easily scale as AI demands change.

The new offerings come at a time when enterprises, as well as nations developing sovereign AI strategies, want to build custom large language models with domain-specific knowledge for generative AI applications that reflect their unique business or culture.

Enterprises can pair Llama 3.1 NIM microservices with new NVIDIA NeMo Retriever NIM microservices to create state-of-the-art retrieval pipelines for AI copilots, assistants and digital human avatars .

Because AI and related data regulations are rarely uniform across geographies, compliance can be difficult. To address this problem, companies need to develop a contextual global AI ethics model that prioritizes collaboration with local teams and stakeholders and devolves decision-making authority to those local teams. This is particularly necessary if their operations span several geographies. Getting the AI ethics policy right is a high-stakes affair for an organization. Well-published instances of gender biases in hiring algorithms or job search results may diminish the company’s reputation, pit the company against regulations , and even attract hefty government fines . Sensing such threats, organizations are increasingly creating dedicated structures and processes to inculcate AI ethics proactively.
