Current Enlisted Programs

The Navy has modified the way enlisted Sailors advance in rate. Part of the goal is to replenish hard to fill billets, especially at-sea billets. The other goal is to advance Sailors who are committed to the Navy.

Billet based advancements will place the qualified Sailors in billets that have critical gaps at sea. This is a competition based selection whereas the Sailor is competing for a particular job that allows for advancement once the requirements have been met and the Sailor has reached his new destination.

Meritorious Type advancements allow the commanding officer to advance the most talented Sailors in pay-grades E5 and below to the next higher pay-grade. Quotas are allocated to commands based on authorized billets E3 through E5.

Incentive programs inlude priority shore duty placement and monetary compensation while still being eligible for career sea pay (CSP) and sea pay premium (SPP) if eligible.

Meritorious Advancement Program (MAP)

The purpose of MAP is to advance the most qualified Sailors to the next pay-grade outside of the advancement cycle. Through MAP, deckplate leaders have a voice in helping select the most qualified Sailors in their command. MAP currently comprises of 20% of total advancements.

Senior Enlisted Marketplace (SEM)

SEM is a program that will ultimately include all Chief Petty Officers. Currently only E-8 are being screen in this phase. To advance to the next higher pay-grade, successfully screened Chiefs must be matched to a position via MyNavy Assignment (MNA). The goal is to better align qualified Chiefs with command requirements and to advance those Sailors committed to staying in the Navy.

Detailing Marketplace Assignment Policy (DMAP)

DMAP is a set of personnel policies designed to improve fleet manning in sea-intensive ratings. Its goal, through various programs, is to reward Sailors in sea-intensive ratings to stay in the Navy and stay on sea duty.

DMAP 4+3 benefits apply to Sailors who complete a 4-year Apprentice (E4 and below) Sea Tour followed immediately by a 3-year Journeyman (E5) Sea Tour.

Additional Money Through Detailing Marketplace Incentive Pay ( DMIP )

Paid monthly throughout entire 3 year Journeyman tour. $200 to $800 per month depending on location and sea duty type.

Early Advancement Through Advance to Position ( A2P )

A2P: E4 eligible (PNAed on E5 exam) applies for 3 year Journeyman assignment and advances upon arrival.

Early Advancement Through Command Advance to Position ( CA2P )

CA2P: An E4 eligible (PNAed on E5 exam) Sailor is nominated by their CO to fill a vacant or soon to be vacant PO2 billet onboard the current sea duty activity. All CA2P requests will be submitted in MNA via a Member Realignment Request (MRR).

Priority Follow-on Shore Duty Assignment Through Continuous Sea Duty Credit ( CSDC )

CSDC: Adds 1 credit per month of sea duty. Resets to 0 upon transfer to shore duty. Provides priority in the detailing marketplace.

All incentives can be combined with Career Sea Pay, Sea Pay Premium and SRB.

Detailing Marketplace Incentive Pay (DMIP)

DMIP is a monetary incentive payable to Sailors that execute the DMAP 4+3 sea duty option. Sailors eligible for DMIP will earn additional monthly pay for the entire 3-year Journeyman (E5) Sea Tour. DMIP payments will begin on the 49th month of sea duty and continue each month through the 84th month. Initial DMIP rates will range between 200 dollars and 800 dollars per month. A Sailor who is earning the average DMIP rate of 500 dollars per month would receive $18,000 in additional incentive pay over the 3-year journeyman (E-5) sea tour.

That is on top of the $21,300 in career sea pay (CSP) and sea pay premium (SPP) for Sailors assigned to ships company for their 3-year journeyman (E-5) sea tour. In total, a Sailor who executes the DMAP 4+3 sea tour option could earn an extra $39,300 or more in DMIP, career sea pay (CSP) and sea pay premium (SPP).

Advance to Position (A2P)

A2P Program allows for Active Component E-4 and E-5 Sailors to apply for select E-5 and E-6 jobs when in their detailing window. This program does not allow for rates listed in DMAP. Sailors selected for A2P will be permanently advanced and paid upon reporting to an A2P job at their ultimate duty station, following successful completion of any required en-route training.

Sailors selected for A2P also maintain eligibility for all other advancement programs that they would be eligible for even after selection for A2P, and may advance sooner via any other advancement program for which they are selected. Sailors selected for an A2P assignment will receive permanent change of station (PCS) orders, if required, in line with current detailing business rules.

Command Advance to Position (CA2P)

CA2P allows commanding officers to retain their top performing E-4 Sailors who are eligible for advancement to E-5 PNAed by permanently advancing them to E-5 to fill a vacant, or projected to become vacant, E-5 position within their command before entering MNA. Sailors must obligate to sufficient service, through extension or reenlistment, to complete a minimum of seven years at the command.

This consist of a 4-year apprentice (E-4 and below) sea tour plus a 3-year journeyman (E-5) sea tour (DMAP 4+3 sea duty option.) This is in addition to any associated training required to transition from apprentice to journeyman. CA2P replaces the Meritorious Advancement Program (MAP) for E-4 advancement to E-5 in the four DMAP Phase I ratings and will only be available to afloat commands. CA2P provides Sailors additional opportunity to remain in the same geographic location.

Continuous Sea Duty Credit (CSDC)

CSDC is a non-monetary incentive that will accrue as a Sailor remains on sea duty. All sailors on sea duty now earn CSDC and start accruing credits when reporting to sea duty. Initially, one (1) month on sea duty equates to one (1) CSDC. Sailors with the most CSDC will have priority over Sailors with less CSDC when applying for a shore duty assignment giving them an edge in shore duty assignment. CSDC is reset to zero once they have reported to their shore duty command. CSDC pauses if a Sailor goes on Limited Duty (LIMDU) or due to pregnancy.

Senior Enlisted Advancement-to-Position Pilot Program (SEA2P)

SEA2P offers advancement incentive to active component E-7 and E-8 willing to take critical at-sea billets. The goal is to keep deploying units mission-ready by filling billets in Naval Air Forces and Surface Forces. Senior Fleet and type commander staff will convene a selection board to select those who are best and fully qualified Chiefs and Senior Chiefs for priority sea billets primarily within the Nimitz Strike Group, the Bataan Amphibious Ready Group, and USS George Washington.

RMKS/1.  This NAVADMIN provides additional details and guidance regarding  Detailing Marketplace Assignment Policy (DMAP) to ensure more Sailors and  commands can benefit.     a.  In addition to afloat commands benefitting from experienced and  motivated Sailors staying at sea, DMAP plank owners selected in the recent  inaugural MyNavy Assignment (MNA) cycle will:         (1) Receive an increase in pay through advancement from E4 to E5, if  not already E5.         (2) Collect a monthly monetary incentive, Detailing Marketplace  Incentive Pay (DMIP), in addition to collecting sea pay and sea pay premium.         (3) Remain in the same homeport on the ship or squadron where they  trained as an Apprentice Sailor if selected for Command Advance to Position  (CA2P).         (4) Earn an advantage in MNA for a follow-on shore tour assignment  after completing their journeyman (E5) sea tour.     b.  Sailors within the DMAP Phase I ratings (ABF, ABH, CS and GSM) should anticipate maximum flexibility in determining who meets the  requirements of reference (a) and minimum friction in accepting a DMAP plus- three sea tour.  The MyNavy HR team will interpret every requirement within  all DMAP policy guidance to ensure the greatest possible participation.

2.  Projected Rotation Date (PRD) Adjustments.  Effective immediately,  Enlisted Distribution Division (PERS-40) will adjust PRDs to a 48-month tour  for all E5 and E5 eligible Sailors within the DMAP Phase I ratings who are  serving in their initial Continental United States (CONUS) sea tour.  This  replaces paragraph

4.f of reference (a) and alleviates the administrative burden on activities  by no longer requiring submission of Electronic Personnel Action Request  (NAVPERS 1306/7) for DMAP Sailors.

3.  PRD Assignments for New Accession Sailors.  Effective immediately, all  CONUS sea duty accession orders for Sailors in the DMAP Phase I ratings will  be written for an initial 48-month sea tour.  Sailors who do not qualify for  a journeyman (E5) sea tour after serving 3 years on their first sea tour will  have their PRDs adjusted to align with their soft end of active obligated  service. This replaces paragraph 4.b in reference (a) and aligns with the DMAP four- plus-three construct.

4.  CA2P.  To nominate a Sailor for CA2P, activities must submit a member  realignment request (MRR) in MNA prior to or within the first 3 weeks of the next MNA cycle (i.e., prior to the end of the upcoming MNA  scrub phase).  PERS-40 will validate that the activity has a current or  projected E5 funded billet vacancy and then Sailors will be ranked based on  their most recent E5 examination final multiple score.  If DMAP quotas are  available (see paragraph 6), Sailors will:     a.  Be approved for CA2P.     b.  Be realigned to a valid E5 billet.     c.  Have their PRD extended for a 3 year journeyman (E5) tour or a 7 year  total initial sea tour (whichever is later).     d.  Be frocked to E5 upon completion of agreement to obligate additional  service as described above.     e.  Be advanced to E5 upon completion of required training and placement  into a valid E5 billet.         (1) Commands can frock Sailors to E5 as soon as CA2P approval is  received and the Sailor has obligated service through their extended PRD,  either through reenlistment or extension of enlistment.         (2) Sailors will advance to E5 and begin receiving E5 pay upon  filling the E5 billet and will receive DMIP for the last three years on sea  duty.  Transaction support centers will effect advancement to E5 upon  receiving the required key supporting documents.         (3) Instructions on how to submit an MRR, as well as a general list  of eligibility requirements, can be found on the Detailing Marketplace  webpage of the MyNavy HR website at: https://www.mynavyhr.navy.mil/Career-Management/Detailing/Enlisted/Detailing- Marketplace/.         (4) The full MNA schedule is available on the detailing marketplace  webpage listed above.  The first 3 weeks of the upcoming MNA cycles (i.e.,  the scrub phase) are provided below:             6 - 24 June 2022             8 - 28 August 2022             3 - 21 October 2022             5 - 22 December 2022         (5) MNA does not allow activities to submit an MRR for Sailors who  are within their order negotiation window (i.e., within 12 months of their PRD).  When operational requirements or PRD adjustments  described in paragraph 2 above prevent MRR submissions prior to the order  negotiation window, activities can submit CA2P nominations via email to  DMAP.fct(at)navy.mil.  If the request is approved, actions will be executed  in alignment with paragraph 4.

5.  Sailors on Second Sea Tour.  E5 eligible Sailors (i.e., E4 Sailors who  have passed the most recent E5 Navy wide advancement exam) and E5 Sailors in a DMAP Phase I rating who are on their second sea  tour are eligible for DMAP incentives in return for a 3 year extension to the  prescribed sea tour length listed in references (b) and (c).  This provides  additional advancement opportunities to E5 eligible Sailors prior to hitting  E4 high year tenure.  It also provides additional geographic stability  options for Sailors desiring to remain in their current homeport.  This is an  expansion of eligibility described in paragraphs 1 and 4 of reference (a).

6.  DMAP Quotas.  The number of DMAP quotas available (i.e., the number of  Sailors that can be on a plus-three sea tour) for each Phase I rating depends  on the number of sea and shore duty billets the rating needs to fill.  DMAP  intends to fill sea duty billets that would remain unmanned under sea shore  flow (SSF).  MyNavy HR intends to phase in the number of Sailors on a plus- three journeyman (E5) sea tour across several years to ensure a smooth transition from SSF to  DMAP, provide opportunity fairness and avoid a large movement of Sailors from  sea to shore at the end of their plus-three journeyman (E5) sea tour.

7.  Additional Considerations.  DMAP represents a major paradigm shift in how  the Navy mans the Fleet.  As such, MyNavy HR intends to collect data and  feedback to help inform future adjustments to DMAP. Sailor and command flexibility and feedback remain key enablers to ensuring  success.  To that end, the following considerations are provided:     a.  Tour Extensions.  The transition from SSF to DMAP may require PERS-40  to extend Sailors in their current shore duty assignment to ensure proper  manning of critical shore activities and to maximize the alignment between  Sailor and billet rating and paygrade.     b.  C-School Quota Management.  DMAP Sailors approved for CA2P or A2P who  require training prior to filling a journeyman (E5) sea duty billet will be  given priority placement in the appropriate C- school to the maximum extent  practicable.     c.  Pulse Surveys.  MyNavy HR intends to send pulse surveys to DMAP Phase  I Sailors who negotiated for orders after each MNA cycle. This gives Sailors the opportunity to provide direct feedback that will be  used in future policy development.     d.  Command Triad Feedback.  Command triads are encouraged to provide  feedback, lessons learned and suggested improvements through their immediate  superior in command and type commanders.

However, Cronic’s “hybrid” version of the Wing-T has a lot more flexibility when it comes to the fullback position, where it can line up in different places and be utilized in a variety of ways.

While the fullback in the triple-option system ran almost exclusively between the tackles, its counterpart in the Wing-T will get the ball on the perimeter more often. Whereas the fullback was a minor part of the passing game in the triple-option, that position is much more involved with running routes in the Wing-T.

Alex Tecza, Navy’s returning starter at fullback, is excited about the more expansive role the Wing-T offers.

“The fullback position has changed a lot in recent years. Coming in as a plebe, we were strictly a downhill running back and it was a bigger body. It wasn’t something I was super comfortable with,” Tecza said. “Now, over the past two years, we’ve opened up the position a lot. We’re now involved with the passing game and the perimeter running game.”

Tecza, in particular, is a skill position player that will line up all over the field and be asked to do a wide array of assignments. The 6-foot, 205-pound junior said the current offense is more similar to the one in which he played at Mount Lebanon High in Pittsburgh.

“We thrive on getting the ball in space, so having a more versatile role is huge for a guy like me who grew up playing in a spread offense and was out in the slot a lot,” Tecza said. “Getting the ball in different ways all around the field has been a lot of fun.”

In fact, Tecza isn’t sure fullback is the best description of the position he now plays.

“People call me a fullback. I’m not a fullback. I’m a tailback more or less. I’m lining up outside the box a lot,” he said.

Navy is blessed to have two proven commodities at fullback in Tecza and senior captain Daba Fofana, who has appeared in 24 career games with 13 starts. Fofana had a breakout season as a sophomore, leading Navy with 769 rushing yards and scoring six touchdowns.

Fofana saw his role reduced last season because of Tecza’s emergence . The Georgia native totaled 283 rushing yards on just 72 carries (as compared to 186 in 2022) and scored three touchdowns.

Longtime assistant Ivin Jasper, who is coaching the fullbacks for the first time since 2004, said there will be times when Fofana and Tecza are in the game together.

“We have two solid players right now and we’re just trying to build depth,” Jasper said. “It makes my job easy when you have two guys with their ability and experience. We have a great one-two punch.”

Tecza was a real revelation last season, leading Navy with 758 rushing yards and five touchdowns. He displayed tremendous speed and acceleration in averaging 6 yards per carry. Tecza also ranked third on the team with 16 receptions for 97 yards.

Jasper described Tecza as an outstanding all-around football player with a diverse skill set, an intense competitor with dynamic playmaking ability.

“Alex is a complete player who is very versatile and can function on the football field at a lot of different spots. You can move him around and do different things,” Jasper said. “Alex has really, really good speed and is equally dangerous running or catching the ball. He’s probably the best player in our offense.”

One major point of emphasis for Tecza has been ball security after committing some fumbles during preseason camp. Jasper made it clear that turnovers would not be tolerated no matter how talented the player.

“One day I got on Alex pretty hard about that and the very next day he immediately fixed it. He closed the window and carried the ball high and tight. He cares enough to do it right,” Jasper said.

Fofana’s past production provides proof he needs to be more involved in the offense and Jasper acknowledged it’s his responsibility to make sure that happens.

Fofana is more of a between-the-tackles type of runner than Tecza and Jasper indicated he could be used in a short-yardage role, noting that he gained 10 pounds of muscle during the offseason and now checks in at 215.

“Daba is our power guy. He has powerful legs and runs low to the ground. That said, if he breaks through the front seven he can turn on the speed and score,” Jasper said.

Cronic said his “millennial” version of Wing-T offense incorporates triple-option and run-pass option elements. There are many schemes and plays involving the fullback that are pulled from the triple-option playbook.

“It is very similar. There is definitely a triple aspect like we’ve seen over the years. We have some inside veer, we have some midline triple,” Tecza said.

One big change from the triple-option era is that Cronic does not utilize the mesh as much. That is the term for when the quarterback puts the ball in the fullback’s belly then reads certain defenders before deciding whether to give or pull. Tecza said there are more designed handoffs to the fullback, another development he appreciates.

Tecza is looking forward to lining up all over the formation — mostly in the backfield, but often as a slot receiver or even a wideout.

“I’m looking forward to that flexibility. I think moving me around can put the defense in a bind,” he said.

Meanwhile, sophomores Stefan Egbe and William Ingle are battling for the third spot on the depth chart. Ingle impressed the coaching staff with his overall athleticism during spring camp and entered preseason practice at No. 3. However, Egbe, an Ellicott City resident and McDonogh School graduate, has made a major move in recent weeks.

“William is a really good athlete who has all the tools. He’s a strong, physical runner who is deceptively fast,” Jasper said. “William is not having as good of a camp as I would like right now. He’s been up and down and somewhat inconsistent.”

Jasper likes the strength and power of Egbe, who was a first team All-MIAA A Conference selection after rushing for 1,087 yards and leading McDonogh to the championship game as a senior in 2022. He spent the 2022-23 academic year at the Naval Academy Prep School.

“Right now Stefan Egbe is making a strong push. He’s a very, very powerful runner, a real talented kid,” Jasper said. “Stefan runs too high right now. We need to get him running lower.”
